Preserve Preston Hollow: Stop High-Rise Encroachment

Our community is rallying to protect the scale, character and livability of Preston Hollow. 

What’s Proposed A commercial real estate developer (Burk Interests) has submitted a major zoning change request (Case Z-26-000007) for the southwest quadrant of Preston Road and Royal Lane. The plan would shatter the current Community Retail zoning—which limits building heights at this intersection to 54 feet—in order to construct a massive, ultra-dense mixed-use development, including residential, hotel, office and retail space.

If allowed, the project would transform one of Preston Hollow’s most established neighborhoods by packing a hotel, luxury condos, apartments, office, and retail space onto just 7 acres.

While the neighborhood supports a mix of uses that align with current standards, this specific proposal is drastically out of scale. Under the developer’s plan:

  • The project includes six buildings towering 240 feet (19 stories) and additional structures 210 and 190 feet tall. 
  • It establishes a dangerous “spot zoning” precedent, opening the door for future skyscraper encroachment throughout Preston Hollow.
  • It forces massive density onto one of Dallas’ busiest intersections, creating new safety risks for pedestrians, nearby school children, and delaying emergency response times from Fire Station No. 41.
  • It severely impacts neighborhood livability, reducing privacy and subjecting residents to prolonged construction disruption, heavy truck traffic, and the environmental impacts of deep underground parking excavation.

A Threat to Neighborhood Integrity The imposing height and density are in stark conflict with the goals and guidance of ForwardDallas 2.0. Overriding the established 54-foot height limit places the financial interests of developers far ahead of the community—the exact opposite of neighborhood-focused leadership.

Changing Plans Lack Transparency After city staff signed off on the plans, significant changes were made, including the apparent removal of a new traffic signal, a visibility triangle and textured paving shown.

Overwhelming opposition from nearby stakeholders A city Blue Card survey sent 283 residents and businesses close to the development revealed overwhelming opposition. Of the 265 responses, 258 (91 percent) were in opposition; of the seven that supported the plan, three of those were affiliated with the development entity. In addition, more than 4,300 residents have already signed our petition to oppose this excessive density, proving that our community stands united.

How You Can Help Stop the Zoning Change

The City Plan Commission (CPC) has scheduled a hearing for August 6th. If the proposal advances, there will be a final vote by the Dallas City Council at a later date. We need maximum participation to stop this development. City Council reviews the recommendation, hear public testimony, cast the final vote.

  • Show Up for the August 6 City Plan Commission Vote: A strong turnout will amplify our message. Attend the meeting in the Council Chambers at Dallas City Hall, 6th floor, 1500 Marilla St., at 9 a.m. Residents are encouraged to sign up to speak and express their views about the impact of this project. The meetings can also be viewed remotely at ⁠Dallas City Hall Meetings.
  • Sign the Petition: Help us surpass 4,500 signatures! Download, sign, and share the "Say No" petition to demonstrate our unity to the City Plan Commission and City Council. Signatures from 75225, 75229, and 75230 are especially critical.
  • Contact City Leadership: Email District 13 Councilwoman Gay Donnell Willis, and write to the Plan Commissioners who will decide whether to recommend this zoning change.

  • Donate & Volunteer: Donate to support legal and traffic reviews, or volunteer to canvass neighborhoods and gather petition signatures.
